When you look at the cold air return vents and see a buildup of dirt/dust that is the first sign that the ductwork is dirty. When you look at the heating duct vents (supply vents) and see the registers dirty that is the answer to your questions. Your ductwork is dirty and needs to get cleaned.

Check out the BBB (http://bbb.org) and see if the company you are looking into has had any complaints. If you can not even find the company on the site then you should think twice.
